It is early June in the city of London. I live in a small flat on the first floor of a building not far from London Bridge. The temperature is well above 40°C inside. Yes the heat rises but it's still 36°C outside.. There is no air conditioning. Even new builds are not fitted to cope with unusual temperature. Dealing with extreme temperature is too costly. Those events were deemed too few and far between.
